Petrol cars
Petrol cars must meet Euro 4 emission standards. Most vehicles created after January 2006 are exempt.
Hybrid cars
Hybrid, mild-hybrid and plug-in hybrid cars are ULEZ-compliant as long as they meet the Euro 4 or Euro 6 emission standards.
Vans
Diesel-powered vans are only ULEZ-exempt if they are Euro 6 compliant (Sept. 2015 or newer). Petrol vans must meet Euro 4 standards (January 2006 or newer).
Diesel cars
Diesel cars must meet Euro 6 emission standards. Most vehicles created after September 2015 are exempt.
Electric cars
EVs produce no emissions, so every electric car, van and motorcycle is ULEZ-compliant by default.
Motorbikes
Motorbikes, mopeds, motorised tricycles and quad bikes must meet Euro 3 emission standards (July 2007 or newer) to be ULEZ-compliant.

In contrast, the non-hybrid, non-compliant variant is slightly less speedy, taking 9.9 seconds to reach the same velocity.
Other ULEZ-compliant vehicles
Taxis
Taxis are exempt from the ULEZ as they are legally obligated to use a specific vehicle type. This is because these vehicles are designed for London's unique street network and offer full accessibility for wheelchair users.
Vehicles for people with disabilities
Individuals with registered vehicles marked as 'disabled' or 'disabled passenger vehicle' tax class by the DVLA can take advantage of a grace period for ULEZ charges. This exemption allows them to avoid paying the £12.50 charge until October 24, 2027, as long as their vehicle remains in the same tax class.
Private hire vehicles
PHVs are no longer exempt from the Congestion Charge. They are, however, ULEZ-exempt until 26 October 2025, so long as they are designated as wheelchair-accessible. This is to ensure that passengers who require a wheelchair-accessible vehicle are not placed at a disadvantage in the short term due to the ULEZ regulations.
Historic vehicles
Historic vehicles (older than 40 years) are exempt from ULEZ. This includes classic cars, vintage motorbikes, and other vehicles used for pleasure rides rather than everyday commuting. These vehicles also do not owe road tax.
Agricultural vehicles
Specialist agricultural vehicles, such as tractors and combine harvesters, are exempt. These vehicles typically avoid public roads when moving between nearby fields, with their main uses being heavy-duty tasks such as plowing or crop harvesting.
Military vehicles
Military vehicles are not subject to the ULEZ, but this exemption only applies to UK and foreign military vehicles that aren't registered with the DVLA. Being an active-duty soldier is almost always a prerequisite for this exemption to apply.
Mobile cranes
Certain types of mobile cranes are automatically exempt from ULEZ. These types of cranes typically have to be used on public roads to move between work sites. Mobile crane owners will have to apply with the DVLA, then wait for confirmation that their crane has been registered as exempt.
Certain non-road vehicles
Non-road vehicles like excavators and backhoe loaders don't need to pay ULEZ charges while operating or driving on the highway in Greater London. The rule also extends to other motorized equipment, such as street sweepers and forklifts.
Not-for-profit minibuses
Since not-for-profit minibuses sometimes operate to transport elderly, disabled and disadvantaged individuals, they're automatically exempt from ULEZ fees for the time being. This exemption also applies to buses, minibuses and coaches over 3.5 tonnes.
Showman's vehicles
Showman's goods vehicles are exempt from ULEZ as they are uncommon and used for unusual purposes such as funfairs. The vehicle must be specially modified or constructed and registered to a person who is part of or owns a business which is a member of the Showmen's Guild. This exemption also applies to vehicles used for circuses and other entertainment purposes.
FAQs about ULEZ-compliant cars
Not all petrol cars comply with ULEZ. The only ones that are exempt from ULEZ charges are those that meet Euro-4 emissions standards. Most petrol cars manufactured after January 2006 meet this standard. Still, it's always a good idea to double-check, as there are some that do not.
If your car is older than 2006, it isn't automatically non-compliant, either. There are exceptions. For example, many vehicles sold between 2001 and 2005 are often able to meet Euro 4 emissions standards that passed just a few years later.
It's impossible to say which cars exactly will be exempt from ULEZ in 2024, as laws are always subject to change. Of course, electric vehicles (which produce no emissions) will always be exempt. Hybrid vehicles are also exempt in almost all cases, as are vehicles manufactured recently enough to meet the respective emissions standards.
As for vehicles with unique situations like taxis or those designed for disabled individuals, it's always best to check with Transport for London to be sure. All time-limited exemptions will last through 2024. Come 2025, some exemptions (such as those for people with disabilities) will expire, and others (such as the one for historic vehicles) will most likely remain.
ULEZ does not apply to all cars. Some vehicles, such as historic vehicles, vehicles meant to transport people with disabilities and many types of non-road vehicles, are exempt. Others may also be exempt depending on their specific emissions standards and intended usage.
However, for the vast majority of cars driving in Greater London, ULEZ regulations do apply. If you're an everyday driver who owns a regular car, ULEZ applies to you.
The best way to avoid ULEZ charges is to invest in a more efficient vehicle that meets ULEZ emissions standards. If that is cost-prohibitive or you just don't want to, your other options include using public transportation, walking, cycling or adjusting your route to avoid the ULEZ zone. However, with increasingly stringent emissions standards and the expansion of the ULEZ zone in 2021, it's becoming more difficult to avoid ULEZ charges without a compliant vehicle.
